These infos are correct.
The european cuts have identical specs, except one is widescreen and one is windowboxed 1.33:1 in a 16:9 frame and one is 4K. They are the new 4K remaster, whereas the us-cut and extended cut are not 4k remastered.

First off the Anchor Bay DVD has a Dolby Digital 4.0 AND a Dolby Digital 5.1 Audio Track

The UK DVD has on tiny cut when a police man falls under the train, which is documented on censorship.com.

Yes.

The difference in the runtime between the german and french release stems from a lot of just black after the end credits.
The films are actually the same master and run exactly the same.
